Milton at center of development boom

More than 4,000 homes have been
proposed on land northwest of Milton, and now Lacrosse
Homes has unveiled plans in the same area for a new
development of 350 single-family homes.
Hayfield is a cluster development,
proposed on 175 acres west of the 1,630-unit Isaacs
Glen.
Lacrosse Homes, a builder and
developer based in Delaware and Maryland, has proposed
Hayfield on land bordered to the west by Carpenter Road
(Sussex 229B), to the south by Hummingbird Road (Sussex
227) and to the northwest by Smith Road (Sussex 229).
The development is surrounded by agricultural lands,
some of which are in the farmland preservation program.
Already proposed northwest of
Milton, in proximity to Hayfield, besides Isaacs Glen,
are Hummingbird Meadows with 205 units; North Milton
with 2,300 units plus commercial space that could be
annexed into the town; and the Sandstone development
with 61 proposed units.
Because Hayfield would sit on land
in a Level 4 area according to state strategies, the
state planning office issued a letter opposing any
development on that land.
However, according to county
land-use plans, while the area is designated as prime
agricultural land that should be preserved, developers
are still permitted to build approximately two units per
acre. Attorney Jim Fuqua argued this point on behalf of
Hayfield at the Thursday, Jan. 26 public hearing before
Sussex County Planning and Zoning Commission.
One year ago, a proposal for
Hayfield went before the state’s Preliminary Land Use
Service (PLUS) in Dover. The state planners issued a
15-page report outlining the reasons the state opposes
Hayfield.
But while state planners oppose
the developments, the developers could still get
approval from county officials. State planners noted
that if the plans for Isaacs Glen move forward, the two
developers should plan to interconnect the developments
with stub streets and possibly walking trails. State
Planning Director Constance Holland said the developer
should maximize high quality open space by preserving
existing forested areas and removing all housing lots
from the tree line. She also said developers should
preserve trees as buffers to shield the development from
adjacent properties.
Fuqua said the developer and
engineer from Davis, Bowen and Friedel worked to redraw
the plans to incorporate many of the state planning
office’s recommendations. All of the lots were removed
from the forested area and more open space was
preserved. Representatives from Lacrosse Homes attended
the meeting, including Karen Barnes, Kim Burke and John
Dickson.
W. Zachary Crouch of Davis, Bowen
and Friedel told the commissioners the planning process
has moved forward in the year since plans were presented
to PLUS. He said stormwater ponds were drawn smaller and
fencing will be placed around an existing pond to
minimize nuisance geese and dangers to children.
Crouch also said the developer
will provide street lighting and sidewalks will be
installed on both sides of the development’s private
streets. The developer also will fix a drainage problem
so that Hayfield will not contribute to any future
stormwater problems in the area.
Unlike the Jan. 12 meeting, when
Fuqua spoke for nearly two hours on Isaacs Glen, this
time he summarized his comments, explaining to the
commissioners that many of his points mirrored the
earlier presentation.
The Hayfield proposal is similar
to the Isaacs Glen proposal in that they are both on
Level 4 lands and have both been opposed by the state.
But the Hayfield proposal is different because instead
of farmers backing the proposal, this time it is a
builder - Lacrosse Homes purchased the property from a
farmer in order to develop it.
The company is proposing a central
wastewater treatment facility and central water through
Tidewater Utilities. They are also proposing about 53
acres of open space, not including the treatment
facility. This open space would be used for walking and
biking trails and wetland protection areas.
According to a Delaware Department
of Natural Resources and Environmental Control map of
the property, wetlands exist along the border of
Hayfield.
Fuqua said the developer would
preserve these wetlands by keeping all construction a
minimum of 68 feet from them. In most areas,
construction will be 100 feet from the wetlands.
The development will be created in
five phases and will take from three to five years to
complete if approved by the county.
Commissioner I.G. Burton said he
needed more time to digest all the information presented
by Fuqua and a motion was granted unanimously to defer
action on the proposal. The next commission meeting will
be held at 3 p.m. Wednesday, Feb. 1, in council chambers
in Georgetown. The public is welcome to attend.

the Real Estate Market!
Record for Housing
Sector Expected this Year says NAR; National Association
of Realtors.
NAR has again raised its forecast for the housing
sector, with both existing and new-home
sales to set an even bigger all-time record in 2005.
Existing-home sales are expected to rise 2.8 percent to
6.97 million this year. New-home sales should increase
3.2 percent to 1.24 million in 2005, also a record.
Total housing starts - single-family and multifamily -
are forecast to grow by 5.0 percent to 2.05 million
units, the second highest on record; the peak was 2.36
million in 1972. "Earlier this year, we expected 2005
home sales to be the second-highest on record, but
monthly sales have been at or close to record levels,"
said David Lereah, NAR's chief economist. (Note: Home
sales in the Delaware Beach Area will likely have three
times the levels of the national average!)

Little” for Housing
The media and investors are wrong in their claims that
the sky is falling for housing, says NAR Chief Economist
David Lereah in his latest commentary. Only two
scenarios could possibly cause a meaningful drop-off in
housing demand - a big rise in mortgage rates (at least
2 or 3 points) or a sharp recession accompanied by a
large drop in jobs (4 to 6 percent). Neither is
projected by any credible forecaster. While there may be
some metro areas-like Las Vegas and DC-where home price
appreciation may cool down to just single-digits, the
housing industry is doing just fine, thank you.
Existing-Home Sales Smash
Record Again Existing-home sales
surpassed market expectations and reached another record
in June as low mortgage interest rates and favorable
market conditions continued to attract buyers. Total
existing-home sales - including single-family, townhomes,
condominiums and co-ops - rose 2.7 percent in June to a
seasonally adjusted annual rate of 7.33 million units.
Sales were 4.4 percent above the 7.02 million-unit level
in June 2004; the previous record was 7.18 million in
April of this year.
Pending Home Sales
Continue at Record Levels
Pending home sales, a
leading indicator for the housing market, have risen to
the third highest level on record. The Pending Home
Sales Index, based on data collected for June, rose 0.6
percent to a reading of 126.3, and is 3.6 percent higher
than June 2004. The index is based on pending sales of
existing homes, including single-family and condos; a
sale is pending when the contract has been signed but
the transaction has not closed. Pending home sales
typically close within one or two months of signing.

Sussex County Delaware is one of
the largest counties east of the Mississippi River. It
takes an hour to drive from the north border to south border
and an hour to drive from the east border to the west
border.
Price is THE major factor that
determines purchasing and location determines price. In
Sussex County Delaware location-location-location, is almost
always defined -- as proximity to the ocean beach, distance
to the Delaware Bay beach, distance to the water of
any inland bays or ponds. The value of the immediate
surroundings is a distant fourth place in the location
equation.

Realtors find that most folks
moving to Delaware want to be at the beach or at most,
within 5 to 20 miles of Rehoboth Beach, Lewes Beach, or
Fenwick, Dewey or Bethany. That property in these
locations includes, in order of
price, as a rule -- Rehoboth and Rehoboth Beach, Dewey Beach,
Lewes Town proper, Lewes Beach, Bethany Beach areas and the
inland bay reaches. Then there are; Fenwick Island,
Broadkill Beach, Milton, Cool Springs, Harbeson, Oak
Orchard, Cool Spring, Harbeson and Georgetown. There are
many more areas, villages and communities and they can help

About: INCOME PROPERTIES
Many people buy properties here
as an investment. In many areas Investment Properties are ones
that you buy and the mortgage is paid by year round rental income.
Year round rentals do not support our mortgages. However, Summer
Rentals Only will not support your mortgage cost either. Your
new property will perform much better as an income property if you do
off-season and winter rentals by the week. The total of all these weekly winter
rentals should bring in as much as the summer rentals; thereby
