Lewes is unique town
with quaint family atmosphere

The story of Lewes is reflected in its population numbers: 2,932,
according to the U.S. Census Bureau, putting the Delaware Bay
community solidly in the ranks of small towns. And close to 10,000
on summer weekends.
The charm for which Lewes is known stems
largely from the fact that it is still a small town, said city
manager Elaine Bisbee. "Lewes is such a unique place, small and
quaint with a family atmosphere," Bisbee said. "We are hoping it
will remain that way."
But so much of its success in attracting
visitors and being able to accommodate them can be attributed to
the many newcomers who retire there, said Betsy Reamer, director
of the Lewes Chamber of Commerce and Visitors Bureau. "With this
growth we have had, have come a lot of people who have time to
contribute to the community," Reamer said. Those people attend
city council meetings, she said, and volunteer to serve on
committees such as planning and zoning and the architectural
review board. "They are concerned citizens who have time to devote
to their community."
Similarly, the town's growth has contributed
to its arts organizations, Reamer added. In the last several
years, the Henlopen Theater Project, Coastal Concerts and the
area's film society have been founded and have flourished.
Just
this year, Brandywine Baroque, a music ensemble that focuses on
performing music from the baroque era, started a series of
concerts in Lewes. The performances are held at St. Peter's
Episcopal Church on Second Street. Reamer said that the growth of
arts organizations has augmented the charm of Lewes.
"The concerts
are like a gathering place for the people who live here," she
said. And as they flourish, others are formed. "People see that
the programs are successful, so they start up new programs,"
Reamer said. "They see that there is an audience here for that
type of thing.
" Bisbee said that in the nearly 20 years she has
been city manager, the town has grown dramatically. The most
recent development is Reserve at Pilottown, a subdivision in which
lots are just now available for sale. The development, on New
Road, contains 110 lots.
A few large plots of land are still
available for development, Bisbee said. Individual lots are also
scattered through town. The city is in the process of writing its
transportation plan, deciding how best to accommodate the
thousands of tourists who flock to Lewes on a summer weekend.
"Every year, we have more traffic," Bisbee said. "Our roads are
good and we are able to handle it, but we want to plan to make
sure that that is always the case."
Public works upgrades
Lewes is unique among Delaware towns in that it has a city council
as well as an elected public works board.
The Lewes Board of
Public Works was authorized by an act of the General Assembly on
March 15, 1901, and regulates the city's electric plant, water
works and sewer system.
The general manager of the board is
appointed by the board's elected officials to administer all its
administrative affairs.
Ruth Ann Ritter, a Lewes native who has
worked for the city for 34 years, is the current general manager
of the board of public works. She said that all three entities
overseen by the board ‘the electric plant, the water system and
the wastewater treatment plant are looking at improvements in the
next several years.
The city is in the midst of upgrading its
electric system from 4 kilovolts to 12 kilovolts. Ritter said that
the project, started about five years ago, will take
another two years. When complete,
it will mean less energy loss from the system, meaning
that Lewes residents are less likely to face rate
increases, she said.
In the next five to 10 years, Lewes
will need a new water storage tower, Ritter said. The
city currently has just one tower. Ritter said that a
site for the second tower has not yet been selected. The
city's water treatment plant is getting upgrades,
"moving it into the 21st century," Ritter said. In
addition to new pumps and computers, the plant is
getting a new, larger exiting pipeline so the plant can
feed more water to city residents.
Renovations to the
plant are about 75 percent complete, she said. The plant
is fed by five city wells. A sixth well, location yet to
be determined, is in the works.
As for the wastewater
treatment plant, design of an expansion project that
will eventually increase capacity at the plant from its
current 750,000 gallons to 1.5 million gallons is about
90 percent complete, Ritter said. She expects requests
for bids on the project to go out in March, and
construction to start in summer 2005. Estimated time of
completion is 18 months, estimated cost is $8.4 million.
The city has applied to the state for grant money to
help with the project. That upgrade will include
installation of a treatment system that will remove from
the waste more nitrogen and phosphorus than does the
current system. The two nutrients are linked with
increased algae blooms in water systems, which in turn
result in low levels in dissolved oxygen.
That reduced
oxygen is blamed in part for the fish kills that have
plagued Delaware's Inland Bays. Ritter said that Lewes'
waste, which is discharged into the north end of the
Lewes and Rehoboth Canal, does not usually flow into the
inland bays.
"Tides go in and out and some of the waste
might go into the Rehoboth Bay, but most of it ends up
in the Delaware Bay," she said. Even so, the city is
working with the state on ways to reduce or compensate
for its nutrient discharge. In addition to the new
treatment system, Ritter said that the city is working
on a nutrient tradeoff agreement with the state. Through
the agreement, the city would treat waste from outlying
developments whose septic systems are failing in
exchange for being allowed to have some nitrogen and
phosphorus in its discharged wastewater.
